Crime in control ahead of polls

Patna, Oct. 30: About 100 gangsters facing charges of murder, kidnapping and extortion have been booked under the Crime Control Act (CCA), while seven others have been extricated by the Patna district authorities in view of the Assembly elections slated for November 1.

The criminals have been extricated under section three of the Crime Control Act (CCA). As per the provision, entry of the people extricated by the administration is banned till the order is in force. Besides, they have to report to the police station concerned twice in a week.

“Such steps are taken to ensure free, fair and peaceful elections. The entry of seven anti-socials has been prohibited within the municipal limits of Patna as a preventive step,” said Patna senior superintendent of police (SSP) Bachchu Singh Meena.

Those extricated by the administration included Rambali Singh (Barh), Vijay Yadav (Dhanarua), Anil Kumar Singh (Rupaspur), Arif Mian (Khajekalan) Tarzen Ravidas, Shiv Pujan Bind and Ram Pravesh Tiwari (Masaurhi).

The SSP said those declared extricated would be taken into custody if they violate the order and are found to be moving in prohibited areas.

The order of extrication is issued only after the person concerned failed to report to the police station, he added.

The Patna police have also submitted proposal for initiating proceedings against 99 hardened criminals under Section 12 of the CCA. “The action under Section 12 of the CCA has been taken to prevent hardcore criminals from intimidating people after coming out of the jail,” the SSP said.

Prominent among those against whom proceedings under Section 12 of the CCA have been initiated are Ritlal Yadav (Danapur), Sanjay Singh alias Mantu Sharma (Aurangabad), Ramesh alias Chhotka Makhkhan (Danapur), Dular Dom (Dhanarua), Karan alias Pankaj Sharma( (Vaishali), Satyajeet alias Netwa (Pirbahore), Bhola Rai (Phulwarisharif), Durga Thathera (Alamganj), Mangal Dom and Shrawan Yadav (Khagaul).

Rital, who is facing charges of murder and extortion in Danapur-Khagaul area, is contesting the election as an Independent candidate from Danapur Assembly constituency. Ritlal was shifted to the Bhagalpur Central Jail from Beur Central Jail on the recommendation of Patna district magistrate and the senior superintendent of police last week.

Under the provision of the CCA, these incarcerated criminals would not be bailed out for a year. The proposal is cleared by the proceeding officials only after the charges against the criminals are found to be true.

Sources in the state police headquarters said that preventive action has been taken against 17,217 people under Section 107 of the Criminal Procedure Code in Patna.

Similar action has been taken against 6,768 people in Bhagalpur, followed by Naugachhia (1,906), Banka (4,579), Munger (6,294), Jamui (6,129), Lakhisarai (4,999), Sheikhpura (3,309), Khagaria (4,966) and Begusarai (8,038).

Elections in these districts are to be held in the forth phase on November 1.

The first three phases of Bihar polls passed off peacefully and arrangements are in place to ensure the same trend continues in the remaining three phases. The fifth and sixth phase of elections are scheduled on November 9 and 20. The counting of votes will take place on November 24.
