Bihar asks all officers to declare assets

PATNA: In an unique move, Bihar government on Friday asked all its personnel, excluding grade IV employees, to declare details of their assets and liabilities by February 1. The details should include immoveable and moveable assets as well as cash and deposits of self, spouse and dependents.

Departmental proceedings would be initiated against those failing to submit their asset details to the general administration department (GAD), warned a circular issued by GAD joint secretary Ajay K Chaudhary on Friday. In this regard, the government has also released a four-page pro forma document which each official/employee has to fill up.

The move assumes significance in view of chief minister Nitish Kumar declaring a war on corruption soon after his government was re-elected. Needless to say, it has the state government servants pressing the panic button. In recent years, there has been a substantial increase in the number of cases of corruption in government offices.

As per the pro forma document, every state servant has to furnish details about cash, deposits in banks, financial institutions and non-banking financial companies, bonds, debentures and shares. S/he has also to declare details about NSS, postal savings, LIC policies and jewellery.

The government has also sought details about houses and agricultural and non-agricultural lands, their location and their current market value.

The details should also include loans from banks and other financial institutions besides government s arrears.
