Highlights of Annual Bihar State Budget 2013-14

Deputy CM and Finance Minister Sushil Kumar Modi has presented the Annual Budget of Bihar with the total figures amounting to Rs 92,087.93 Crores. The Budget gained a Surplus of Rs 6,808.8 Crores after incorporating few taxes.

Of the plan size of Rs 39,006 crore, Rs 34,000 crore is from the state plan and Rs 4715 crore from the centrally sponsored-scheme. The total non-plan estimate is Rs 53081 crore.

The Sectors of Education and Road Construction got highest priority in the Budget. This also made   Bihar the first state in the country to announce its road maintenance policy.

Highlights of Bihar Budget 2013-14

  • All women-owned and driven commercial vehicles will be tax-free.
  • The motor vehicles owned by disabled will also be tax-free.
  • Road Tax on Motorcycles/Bikes raised to 7 %.
  • Government to construct permanent Houses for all 318 Legislators at the Expense of Rs 303 Crores.

  • Rs 25 Crores for setting up Mega Industrial Park at Bihta
  • Regular Mercedes Benz and Volvo buses to ply between Bihar- Bengal, Bihar-Odisha and Bihar-Chhatisgarh

 

Elaborating on the highlights of the Bihar budget for 2013—14, Sushil Modi said the estimated revenue surplus of Rs 6,808.85 crore was the salient feature of next year’s budget as the fund will come in handsomely for undertaking new development projects.

The fiscal deficit of Rs 8,769.45 crore was another feature of the budget proposals as the state government has targeted to peg the deficit at 2.79 per cent of GSDP that was well under the target set under the Fiscal Responsibility and Budget Management (FRBM) Act under which states have been asked to keep their fiscal deficit at up to three per cent of the GSD.

The total expenditure will easily cross a ‘respectable’ Rs one lakh crore mark, if one includes an estimated expenditure of Rs 10,000 crore transferred directly to various agencies by the centre for implementation of development and welfare programmes,
