What is there in Bihar Private University Bill 2013 ?

Bihar Legislature has passed Bihar Private University Bill 2013 clearing the deck for setting up of private universities in the state.

The Bill is considered a necessary step to provide higher education infrastructure to students of Bihar in view of shortage of such institutions in the state.

According to State Education Minister P K Shahi, “The youths comprise 50 per cent of the about 10.38 crore population in Bihar and the number of state-run universities and colleges were few making it difficult for the state government to provide higher education infrastructure to all the students”.

This will trigger the setup of large number of private universities in the state in a hassle free process. Presently most of the students in Bihar have to migrate outside for higher education which brings a huge burden of trade deficit from the state. Such students also are frequently subjected to Anti-Bihari Sentiments and consequent violence.

The Current Educational Infrastructure in Bihar is inadequate to cater the existing population.  The state government is currently spending Rs 65,000 to Rs 70,000 per student in the universities and  finds it difficult to set up new infrastructure for higher education due to the various constraints it faces.

This however, has an attached disadvantage too. This will also lead to the emergence of Education Mafia in the State like in other states. In the states like Karnataka and Tamil Nadu, Education Mafia has got a big say in the functioning of Government and day to day law and order process.
