PATNA: Deputy CM Sushil Kumar Modi has said the government is committed to increase the forest cover area in Bihar in the next five years and in pursuance of it the government will take up spraying of seeds by helicopters in forest areas of Rajgir hills. Modi said on Tuesday that the state helicopter would be used to drop seeds on the Rajgir hills as it is difficult to make plantation to such hills.
This apart, Modi said, 3,500 government schools and a good number of private schools would be involved in tree plantation. All these schemes would be launched on August 9 when the state would celebrate World Earth Day.

It seems I have earlier also posted you with the facts on surface about the devilish attitude of some of the officers in the Department of Agriculture ,Bihar , some of whom have colluded to make a vibrant industry like ours sick which is lying closed since 18.12.2010. There is one Deputy Director of Agriculture(DDA) ,namely Sanjay Singh who belongs to the STATISTICS arm of the department but was made the sole in-charge of FERTILIZER CELL of the state Government since the year 2007 under the patronage and protection of Sri B. Rajendra,Director of Agriculture (DOA)at that time.
After Mr. Rajendra ,this DDA is protected and is allowed to act in any manner ,clearly flouting the laws as and when he wishes and started on a spree of causing harassment to us of the highest magnitude since his advent as in-charge ,Fertilizer Cell. In a recent visit to the secretariat (new) where Agriculture Department is situated,I requested an audience with Sanjay Singh, after High Court had given us an order where the department’s order of unlawful rejection of our application for renewal of manufacturing licence was quashed .
The extant principles in FCO 1985 of GOI which is applicable to the entire country clearly mentions that “where an application for renewal has been made within the specified time ,the applicant shall be deemed to have held a valid certificate of manufacture untill the registering authority passes order for renewal”.
Our application for renewal was rejected by the Registering Authority in the month of July 2010 on the ground that we were having insufficient laboratory equipments in our quality test laboratory which was found deficient on inspection by a three member team of Fertlizer Inspectors, however, this team also mentioned in its report that our laboratory was capable enough to caryy out quality analysis but on a limited scale .Instead of corrective steps the department chose to reject our application on the instance of Sanjay Singh who has fixed plan of erasing us from the scene of Fertilizer manufacturing industries in BIHAR. Absurdity may just be judged from the fact that in place of chemical balance (manually operated) ,we were having an electronic digital balance with an accuracy of one thousandth part of a gram ,but the department insisted that we should have a chemical balance ,of which there is no use and for analytical accuracy the manually operated chemical balance can never be relied upon . This along with three four other theoretical deficiencies was made a basis of rejection of our renewal application.One another deficiency pointed out relates to non-availability of deioiser . Ask any scientist about difference in deionised water and distilled water.The only opinion will be that distilled water is purer than de-ionised water .In chemical analysis of NPK percentage of the fertilizer we manufacture distilled water will always give more accurate and real result and it makes no difference if de-ionised water is not used .Again non-availability of a de-ioniser was made a point of rejection of our application for renewal. We were instructed by the department to file our appeal against this rejection order to the office of The Agriculture production Commissioner ,which we did , and our appeal was accepted and an order for renewal of the licence was made by the APC who mentioned that after fulfilling the requirement of section 21 A of FCO 1985 which entails a detail of equipments to be installed in any laboratory in NPK manufacturing factories , and after equippinfg the laboratory the applicant shall intimate the Director of Agriculture . The Director of Agriculture shall after getting the laboratory reverified and on satisfaction will renew the license .
Since we had alreadfy purchased the equipments ,immediately on the same date as the order of APC i.e. on 30 .09.2010 we informed the DOA about the laboratory being fully equipped and requested for an inspection at the earliest .But they sent the inspecting team only on 23.11.2010 i.e. after a lapse of 53 days from the order of APC. This delay was also due to and at the instance of Sanjay Singh .
In the meantime when unwarranted delay was being made by the department we started our production from 2 .11.2010 after written intimation to the department . Rabi sowing season exists between October to December and our product is highly saleable as a first choice of the farmers because of our sincere dedication to quality . Our assumption that after our appeal was heard in our favour by APC who directed the DOA to renew the license after verification of the laboratory and the laboratory was fully equipped and intimation to the DOA was also sent, placed us is renewal mode immediately after the order waas released is not out of place and after waiting for 32 days we commenced the production, this should not attract any penal action . But the department charged us with violation of other sections of FCO 1985 viz. 12 & 7 .These sections are again an unsuitable and not equal to the violation they themselves have spelled but a deliberate attempt by this Sanjay Singh to complicate the matter as these sections are applicable to those who are new comers in this field of activity. Our is a thirty years old manufacturing unit which has received renewal atleast ten times in the past . Ours is a case of only renewal and that too for the eleventh time . So you can judge that applying those sections in this matter which are for violation of the rule by a new comer cannot ever be applied to the one who is a renewal seeker , is an intentional ploy fabricated by Sanjay Singh who was bent upon harassing us . Three times we went to the court and every time court ordered for a fresh order in the light of the observations of the court and the extant rules but all the three times our application was rejected and the last order again made by the Court has quashed their orders of rejection of our renewal applcation and it is dated 25 .07.2011. This Sanjay Singh on my request to hear me , at once started telling me to get out of the scretariat and that he does not want to talk to me what to speak of hearing me . I had to return back dejected .
This is the state of affairs in Bihar Agriculture Department where it seems only the devils rule without fear and behave inhumanly . We have lost not only money , but our very hardly earned prestege has also come at stake . Rs. 15 lac worth of fertilizers has been lost in rain and tempest, 100-150 laborers are at the verge of hunger death , everything is in ruins .All this is because of one man’s choice and he is Sanjay Singh who has clearly violated not only the laws but has behaved very dishonestly when in a similar case of renewal where one M/s Bihar Agro Industries was given a renewal of license who were also subjected to the same ordeal of facing launching of FIR and sealing of their factory by the department in exactly the same circumstances when they had also begun production during the time when their application for renewal was rejected by the department but by court’s order they had in their favour where the Hon’ble Judge had quashed the department’s order holding the order to have been made without application of mind . You can now judge how the Government’s Chief Minister is mistaken by always making advertisement of Good/transparent governance in Bihar .The Jackals have their wide-spread fangs ready to devour and bite at the very priorities of the government and well being of its citizenry
