In fact the choice of location should be ok with Central ministry considering this provides ample opportunity to develop any backward area.
(1) In fact local government can think of developing an airport to serve the population of Motihari, Muzaffarpur, Sitamarhi etc. Local government can do is to facilitate the development of airport for the people of Motihari, Muzaffarpur, Sitamarhi by identifying a site for airport at equidistant place from these places at a distance of some 30-50 kms. These distances can be covered in one hour via road and people wanting to take up flight can go to airport from any of these cities in 1 hour
(2) Motihari is well connected with Rail and Road. Motihari is connected to New Delhi, Kolkata and Mumbai on rail route and there are daily/weekly trains. Motihari’s connection with 3 metros should be good enough for central university location.
(3) Motihari as a location can facilitate even International students as it is close to international border.
(4) Farmers are willing to part their land is a welcome sign.
With road, rail and air connectivity, the central officials should not have any objects.
