CBI has filed Chargesheet in the RailGate (Cash for Promotion) Scandal against 10 People, but Ex-Railway Minister Pawan Bansal’s name has been dropped from the list. However his nephew Vijay Singla’s name  however features in the Chargesheet. The CBI says it has found no evidence of conspiracy against Mr Bansal.
Vijay Singla was caught collecting 90 lakhs in cash from a Senior member of the Railways Board against promotion. The total deal was fixed at Rs 10 Crores and this was the first installment.
Vijay Singla, was arrested in Chandigarh on 3rd May 2013 by sleuths of Central Bureau of Investigation for alleged bribery of 90 lakh (9,000,000) rupees from Narayana Rao Manjunath and Sandeep Goyal on behalf of Mahesh Kumar, a member of the Indian Railway Board for getting another position Railway Board.
It was reported that Kumar had superseded two seniors to be promoted to the Indian Railway Board, although this was denied by the railway ministry, but wanted to be another member who dealt with more contracts.
The Question is on whose authority, Singla offered promotion to a Senior Railway Official ? If Bansal was not involved, then was such a Senior Railway Official fool enough to donate Rs 90 Lakhs to the nephew of a Railway Minister.
