Kutchi Sikhs are over 1000 Families of Sikhs  living in Kutch area of Gujarat since 1965. They came  from Punjab, Rajasthan and Haryana on the invitation of former prime minister Lal Bahadur Shastri after the 1965 Indo-Pak war to settle in Kutch since this would help in development of the region and in guarding the border with Pakistan.  They had acquired over 20000 hectares of Land and have been performing Agriculture to earn their livelihood.
Since 2010 the Authorities in  Gujarat have frozen the property of over 1000 farmers by invoking a  law passed in 1973 under the Bombay Tenancy and Agricultural Lands Act 1948, which  bans the sale of agriculture land in Gujarat to people who are not traditional agriculturists in the state.
Everyone is crying foul on Narendra Modi, the Gujarat CM for this plight of Kutchi Sikhs. The  North American Punjabi Association has even sent a petition to US President Barack Obama and senators to continue with the policy of not granting a visa to him.
According to a report prepared by National Commission for Minorities, the Gujarat Government had “prima facie†discriminated against the state’s Sikh community in Kutch by ordering them to sell their land and return to Punjab as they were not Gujaratis. It stated that Modi cited the Bombay Tenancy and Agricultural Lands Act, 1948. The commission, however, strongly disapproved of the Gujarat Government’s interpretation that only Gujarati farmers could own or buy land in the state under the Act.
However the Akali Dal led Government of Punjab has jumped in support of NArendra Modi. Punjab CM Prakash SIngh Badal says that  it was the Congress government in Gujarat which had issued a circular in 1973 that if any farmer from outside Gujarat purchases agricultural land in the state, he would be declared a non-agriculturist. The decision to freeze agricultural land of Punjab and Haryana farmers was based on that circular issued by Congress government
