Dehradun (Uttarakhand), Aug 14 (ANI): Uttarakhand High Court said that it would act as cows’ legal guardian in the state. It also issued over 30 directions to the state government, including setting up of a cow shelter for every cluster of 25 villages. Cases will also be registered against those who abandon their cattle. Uttarakhand High Court did this by invoking the ‘parens patriae’ doctrine. Parens patriae is a Latin word which means ‘parent of the country’. It is a doctrine that grants the court inherent power and authority to act as guardian for those who are unable to take care for themselves.
