Shimla (Himachal Pradesh), Sep 13 (ANI): Scuffle broke out between local shopkeeper and Municipal Corporation team during anti-encroachment drive in Shimla. Shopkeepers refused to let Municipal Corporation take away their items during the drive. The scuffle took place in the presence of police personnel.
